City's Response to Houselessness

Tigard City Council has continuously affirmed their support for individuals and families experiencing homelessness as a city priority. The city’s response is shaped by balancing legal requirements, community concerns on livability, and the need to provide safe and humane options for people experiencing homelessness.  

Homelessness is a complex issue that requires a range of innovative responses and collaboration between many different community partners. Tigard’s responses include working with Washington County to support houseless services such as family and adult shelter; managing a Safe Parking Program; enforcing the city’s Time/Place/Manner camping ordinance; providing access to public restrooms; and ensuring an efficient response to encampment cleanup.
