The City of Tigard does not own or operate any housing for low- and moderate-income households. Most affordable housing in Washington County is owned and operated by private companies, non-profit organizations, or the Housing Authority of Washington County. The links below provide a connection to resources. None of these programs are operated by the City of Tigard.

Tenants in Tigard should be aware of their rights under state and local law.

Rent Increases
In 2019 the state legislature passed a statewide rent control policy. This law caps rent increases at 7% plus inflation during any 12-month period. For 2022, rent increases may not be more than 9.9%.

No-Cause Evictions
In 2020, the state legislature passed a law that limits no-cause evictions. The law prohibits landlords from evicting tenants after one year of residence unless the property owner plans on demolishing, selling, or renovating in a way that makes living there unsafe or if the property owners or their family plans to move in.

Provided by Community Action Organization of Washington County. Very limited funds are available to those who have received a 72-hour eviction notice. To apply, call the number above and request a screening for eligibility and availability of funds. A voice message must include the caller’s permanent phone number and zip code.

Community Action can help you pay your electric, gas, water or bulk fuel bills. You do not have to be disconnected, or in a life threatening situation to get help.

PGE has energy assistance and debt relief programs to provide short-term assistance to help customers get utility payments up to date to avoid disconnection.

PGE Income-Qualified Bill Discount Program - monthly bills are discounted based on total household income. Customers wishing to apply will be asked to declare their qualifying household income level at the time of enrollment. View the current Oregon State Median Income (SMI) energy assistance eligibility matrix here.
