Proposed Tigard Police and Public Works Facility

One Facility for Core Police and Public Works Services
The City of Tigard's ability to serve the community is impaired by the current police and public works facilities, which are past their useful life and were recommended for replacement in 2006. Tigard's population has tripled since they were built, increasing by 40,000 people, and current facilities no longer reflect best practices for public safety.
In response, the City of Tigard will have a proposed bond measure on the May 2026 ballot. If passed, the bond would fund the construction of one new, combined facility for first responders in the police and public works departments.
If the proposed bond measure passes, the new facility would include:
- An Emergency Operations Center, to support timely, effective response during disasters like an ice storm, flood or earthquake.
- Secure storage of criminal evidence and a trauma-informed environment for crime victims.
- Training space to keep police officers on site for required training, ready to respond in case of emergency.
If the proposed bond is approved, the estimated annual tax rate for the project would be $0.765 per $1,000 of assessed property value. For the average Tigard homeowner, that equals about $263 per year (about $22 per month).
Because the current parks bond is scheduled to expire, the estimated net increase over today’s tax rate would be about $163 per year (about $14 per month) for the average homeowner.
For reference, the average Tigard home had an assessed value of $344,406 as of November 2025, which is comparable to a real market value of $638,972.
If the proposed bond measure passes in May 2026:
- the bond rate would be assessed in the fall of 2026,
- there would be required independent annual audits of the bond for project accountability,
- construction could begin soon after the election and the facility could be ready for use by late 2028.
If the proposed bond measure does not pass, the facility would not be built on this proposed timeline and the bond tax would not be imposed.
